where is your team now?
TIER 01
Supervisory Skills
Team leaders and line supervisors stepping into responsibility for other people's output. Delegation, feedback, discipline, daily people management.
TIER 02
First-Time Managers
High performers promoted into management. The shift from doing the work to leading the work, priority setting, managing up.
TIER 03
Senior Leadership
Department heads and management teams. Strategic alignment, culture stewardship, leading change across functions.
4–6 months, on a modular basis
Classroom modules alternate with workplace application intervals. Every participant starts with an assessment and a personal growth plan, and finishes with an evaluation against their own baseline. The company sees evidence of change, not just attendance.
- ✓Pre-assessment and personal growth plan per participant
- ✓Modules spaced weeks apart with application tasks between
- ✓Manager involvement at every review checkpoint
- ✓Final assessment and individual development report

RUNNING THE COHORT
15–25 people, in-house, at your pace
One cohort is 15 to 25 participants — enough for varied discussion, small enough that everyone gets airtime and a reviewed growth plan. Larger populations run as parallel or sequential cohorts.
Delivered at your premises or a venue we arrange, nationwide, with modules scheduled around your operational calendar.
- 1
Assess
Pre-programme assessment of each participant — strengths, gaps and the behaviours the business needs from them.
- 2
Plan
A personal growth plan per participant, agreed with their manager, so development targets are owned, not assigned.
- 3
Develop
Modular workshops spaced weeks apart, each ending with a workplace application task.
- 4
Apply & review
Participants practise between modules; progress is reviewed against the growth plan at every interval.
- 5
Consolidate
Final assessment against the starting baseline — evidence of change your management team can see.
Employer levy
Every QOM programme is built to be claimed against your levy.
Claim this programme against your levy
Registered employers contribute to the HRD Corp levy every month whether they train anyone or not. QOM programmes are structured for that claim, and we prepare the paperwork your HR team submits — course outline, trainer profiles and quotation.
20+
Years of claims supported
100%
In-house documentation
4–6
Weeks lead time
We prepare the documents — you keep control of the application and the claim through your own HRD Corp portal account.
- 1
Pick the programme
We agree the outline, duration and participant list with you first, so the documents match what will actually run.
- 2
We send the documents
Course content, trainer profiles and a formal quotation — the attachments HRD Corp asks for at application.
- 3
You apply for the grant
Your HR team submits the application through the HRD Corp portal before the programme starts. We answer any queries that come back.
- 4
Train, then claim
After delivery we return the attendance records and invoice so the claim can be submitted against your levy balance.
What the modules cover
customised every single time
Leading self
Self-awareness, work attitude, priority setting and personal accountability before leading others.
Communication
Briefing, listening, difficult conversations and communicating decisions people will actually follow.
Delegation & feedback
Assigning work that develops people, and giving feedback that changes behaviour rather than mood.
Problem solving & decisions
Structured analysis, root cause, and making the call with incomplete information.
Leading change
Taking a team through a restructure, a new system or a new set of expectations.
Coaching for performance
Growth plans, review conversations and the manager’s role between formal appraisals.
Asked by every HR team
(fair questions!)
Yes. Leadership and management development programmes are claimable under the HRD Corp levy for registered employers. QOM structures its programmes and documentation for grant application, and modular programmes can be claimed per module.
Research and our 20 years of delivery both point the same way: behaviour changes through spaced practice, not single workshops. QOM programmes run 4–6 months on a modular basis, with workplace application tasks between modules.
Every programme is rebuilt around your industry, cases and vocabulary before delivery. We run a pre-programme organisational analysis so the modules address your actual management gaps.
Between 15 and 25 participants per cohort works best — large enough for varied discussion, small enough that every person gets airtime and a reviewed growth plan. Bigger populations run as multiple cohorts.
Nationwide, in-house at your premises or at a venue we arrange — including Kuala Lumpur, Selangor, Penang and Johor. QOM is based in Subang Jaya, Selangor.
Yes. Tier 01 of this leadership training program is built for supervisors and team leaders stepping into responsibility for other people’s output — delegation, feedback, discipline and daily people management. It runs as a standalone supervisory training program or as the first tier of the full journey.
Management training in Malaysia usually means the mechanics — planning, delegating, reporting, managing performance. Leadership development is about influence, judgement and the behaviour a team copies. QOM’s programme covers both, because a newly promoted manager needs the mechanics before the influence has anywhere to land.
Yes. Tier 03 is executive leadership training for department heads and management teams — strategic alignment, culture stewardship and leading change across functions. It is usually paired with strategic planning facilitation for the same group.
Yes. Programmes are delivered in-house, so leadership training courses run in your own office or a venue in Kuala Lumpur, Selangor or anywhere in Malaysia. QOM is based in Subang Jaya, twenty minutes from KL.
A 4–6 month programme for first-time managers covers the shift from doing the work to leading it: priority setting, delegation, giving feedback, managing former peers, running a meeting that decides something, and managing up. Each module ends with a workplace application task reviewed at the next session.
